Freestone Environmental Services, Inc. (www.gofreestone.com) a multi-disciplinary consulting firm, seeks an Environmental Scientist to conduct natural resource damage assessments and support cleanup and restoration of contaminated sites in the Great Lakes Region. This individual will work with the National Oceanic and Atmospheric Administration's (NOAA) Office of Response and Restoration (OR&R, http://response.restoration.noaa.gov/), Assessment and Restoration Division under the Damage Assessment, Remediation, and Restoration Program (DARRP - www.DARRP.noaa.gov/) and as part of NOAA's Great Lakes Habitat Restoration Program in the areas of injury damage assessment for hazardous waste sites and oil spills in the Great Lakes. This position is located in NOAA's Ann Arbor, Michigan offices.

The OR&R Assessment and Restoration Division's mission is to protect and restore coastal and marine resources injured by the release of oil or hazardous substances or direct physical impacts such as vessel groundings. Additionally, since the inception of the interagency Great Lakes Restoration Initiative in fiscal year 2010, OR&R has been involved in the management of one of the initiatives' five focus areas (Toxics). Responsibilities of the incumbent generally will include providing technical support for natural resource damage assessments and NOAA's Great Lakes Restoration Initiative Toxics Focus Area efforts. Specific responsibilities include those listed below.

Core Responsibilities:

    Provide recommendations for aquatic ecological risk assessment and integrating restoration and recovery into cleanup plans for hazardous waste sites.
    Support the design and implementation of studies needed to determine natural resource injuries.
    Identify and quantify injuries to natural resources at hazardous waste and oil spill sites.
    Participate in scaling the level of restoration necessary to compensate the public and the environment for resource injuries.
    Participate in negotiating settlements and agreements to obtain habitat restoration and compensate the public for natural resource losses.
    Coordinate natural resource damage assessment activities with restoration activities in Areas of Concern.
    Recommend and participate in monitoring projects to ensure cleanup or restoration objectives are met.
    Support NOAA's efforts under the Great Lakes Restoration Initiative Toxics Focus Area, such as developing project templates (proposals); managing activities of principal investigators; budgeting and prioritizing expenditures; resolving billing and spending concerns; and coordinating with activities conducted under other focus areas.
    Lead a Great Lakes Restoration Initiative project to assess areas of concern to support restoration.
    Coordinate and connect OR&R Assessment and Restoration Division's activities occurring in the Great Lakes with other regional NOAA activities.

Qualifications:

Required Qualifications:

    Master's or Doctorate degree in environmental science, preferably in one of more of the following sub-disciplines: aquatic toxicology, environmental chemistry, coastal ecology, environmental engineering; or environmental policy with an emphasis in quantitative analysis.
    Strong verbal and writing skills.
    Strong computer and analytical skills
    Self-motivated, energetic, strategic thinker.
    Ability to work independently.

Desired Qualifications:

    Experience in assessing risk or injury to contaminated Great Lakes coastal aquatic species and habitats.
    Knowledge of damage assessment procedures mandated by CERCLA and OPA.
    Experience working in litigation or negotiating settlements to resolve environmental liability.
    Familiarity with the Great Lakes Restoration Initiative.
    Experience in managing complex environmental projects, including building consensus around goals and objectives, and tracking and reporting on accomplishments.
    GIS experience is a plus.
