NOTICE OF OPENING OF AN INTERNATIONAL SELECTION TENDER PROCEDURE FOR DOCTORATE HIRING UNDER THE PROJECT NUMBER PTDC/ASP-SOL/28796/2017 “Sustainable use of soil and water for improving crops productivity in irrigated areas”” - SOIL4EVER.

1.      By order dated of 30 July of 2018, of the President of the Directive Council of the Instituto Nacional de Investigação Agrária e Veterinária, IP, (INIAV), it was authorized the opening of an international selection tender for a PhD position for the practice of scientific research activities in the area of Natural Resources and Environment, under a 36 months fixed-term public service work contract regime, in the scope of the project  - “Sustainable use of soil and water for improving crops productivity in irrigated areas” - SOIL4EVER - financed under the call AAC N.º 2/SAICT/2017.

2.      Applicable legislation:

Decree-Law no. 57/2016, of 29 of August, approving a scheme for contracting doctorates to stimulate scientific and technological employment in all areas of knowledge (RJEC), in the wording introduced by the first amendment provided for in Law no. 57/2017 of 19 of July and in the General Labour Law in Public Functions (LTFP), approved in annex to Law no. 35/2014 of 20 of June, in its current version.

3.      Pursuant to article 16 of Law no. 57/2016, of 29 of August , this tender procedure is exempt from the authorization of the members of the Government responsible for the areas of Finance and Public Administration, namely that referred to in paragraph 3 of article 7 of the LTFP; as well as from the prior favourable opinion of the members of the Government responsible for the areas of Finance and Public Administration, referred to in paragraph 5 of Article 30.º of the LTFP and the procedure for the recruitment of workers in reclassification situations, referred to in Article 265.º of the LTFP.

4.      In accordance with Article 13.º of the RJEC, the jury of the competition is composed as follows:

5.       The successful candidate will be responsible for: collaboration with the SOIL4EVER project team on the different tasks of the project, namely the monitoring of the experimental fields (monitoring the salinity status of soil and irrigation water, monitoring performance of main crops through physiological indicators), mapping soil salinity with geophysical methods, modeling soil water dynamics and solute transport (HYDRUS and MOHID_Land models) and in the extrapolation of information from the local scale to the Roxo irrigation district scale.

6.    The place of work is located at INIAV, UEIS Sistemas Agrários e Florestais e Sanidade Vegetal – Laboratório de Solos, Oeiras, Portugal.

7.      The monthly remuneration to be attributed is that provided for in paragraph a) of paragraph 1 of article 15 of the RJEC, corresponding to level 33 of the single remuneration table, approved by Administrative Rule no. 1553-C / 2008, of 31 of December, in the illiquid amount of € 2,128.34.

8.      Admission Requirements: General requirements for admission to competition are those defined in Article 17 of the LTFP and the special requirements defined in the following points.

9.      The candidates may be national, foreign and stateless holding a doctorate degree in Agronomic Engineering or Biosystems Engineering and holders of a scientific and professional curriculum that shows an adequate profile to the activity to be developed. If a doctorate has been awarded by a foreign higher education institution, it must comply with the provisions of Decree-Law no. 341/2007, of 12 of October, and any formalities established there must be fulfilled by the expiration of the deadline for the application.

10.  Applicants must have a PhD in Agronomic Engineering, Biosystems Engineering, Environment, Biology or related areas. They must have some knowledge on soils, plant physiology, geophysics, the use of models (soil water dynamics and solute transport), geostatistics and arcgis. Publications in journals with relevant scientific referees in the desired areas.

11.  Pursuant to article 5 of the RJEC, the selection is made through the evaluation of the scientific and curricular career of the candidates, that focuses on the relevance, quality and topicality of the candidate's professional experience in the last five years in the specialized scientific area for which the competition is open and in the evaluation of the suitability of the candidate's experience in the development of the mentioned project.

12.  The period of five years referred to in the preceding paragraph may be increased by the jury, at the request of the candidate, when justified on grounds of suspension of the scientific activity for socially protected reasons, namely for reasons of parental leave, prolonged serious illness, and other situations of unavailability for work legally protected.

13.  Evaluation criteria
The Scientific and Curricular Pathway Assessment (APCC) focuses on the three strands described below and the final classification is obtained by the following formula:
APCC = 0.2 HA + 0.4 PCC + 0.4 MCI.
13.1.     Academic Qualifications (HA)
Evaluation of the candidate's training area:
PhD in Agronomic Engineering, Biosystems Engineering, Environment, HA = 5 points;
PhD in related areas, HA = up to 3 points.
13.2.     Assessment of the Scientific and Curricular Pathway (PCC)
Evaluation of the relevance, quality and topicality of the scientific and curricular career. This assessment is based on the parameters described below and their classification is obtained by the following formula:
PCC = 0,6 PC + 0,4 AI
13.2.1. Scientific Production (PC)
Evaluation of the last five years of scientific production (PC). The classification of the scientific production is obtained by:
PC = 0.6 PCV + 0.4 PCQ.
Quantitative evaluation (PCV):
Publications in ISI journals in the field of preference, PCV = up to 5 points;
Publications in related fields, PCV = up to 3 points;
Publications in other fields, PCV = 0 points.
Qualitative Assessment (PCQ):
Candidates must provide copies of up to 5 articles that they consider most relevant, PCQ = up to 5 points.
13.2.2. Research, Extension and Management (IA)
The activities of applied or practice-based research, as well as extension and management, developed during the last five years, are evaluated. This parameter includes:
a)  orientation / co-orientation of masters, doctorates and post-doctorates and;
b)  participation in R & D projects, services, and technology transfer and;
c)  participation in science management activities and dissemination of knowledge, including the organization of conferences, symposia and scientific cooperation activities.
Evaluation (AI):
Activities in the field of preference, AI = up to 5 points;
Activities in related fields, AI = up to 3 points;
Activities in other fields, AI = 0 points.
13.3.     Motivation and Capacity for Innovation (MCI)
Evaluation of the candidate's motivation and ability to innovate. Candidates must present the documents described below and their classification is obtained by the following formula:
MCI = 0,5 CM + 0,5 PI.
13.3.1. Motivation Letter (CM)
Motivation letter describing the relevance of the scientific pathway to the posted position and to the personal career objectives: CM = up to 5 points.
13.3.2. R & D Project (PI)
Summary of R & D Project (maximum 2 A4 pages) with activities, within his/her competences, where he/she would like to complement the activities of the project: PI = up to 5 points.

14.  The evaluation process includes a professional selection interview (EPS), which is intended for the clarification of aspects related to the results of its research, for candidates with a Scientific and Curricular Pathway Assessment (APCC) of more than 4 points, and which will be rated on a scale of 0 to 5 points.

15.  The final classification system of the candidates will be the weighted sum of the scores obtained in the Scientific and Curricular Pathway Assessment (APCC) and Professional Selection Interview (EPS) (0.9 APCC + 0.1 EPS). The position may only be awarded to candidates whose final grade is equal to or greater than 4 points.

16.  The jury shall deliberate by means of a nominal vote based on the adopted and published selection criteria, and abstentions are not allowed.

17.  Minutes of the meetings of the jury are drawn up, containing a summary of what has taken place in them, as well as the votes cast by each of the members and their reasons, being available to candidates upon request.

18.  After completing the application of the selection criteria, the jury will draw up an ordered list of successful candidates with their classification.

19.  The final decision of the jury is ratified by the President of the Directive Council of INIAV, who also has the competence to decide on the hiring.

20.  Application procedure:
20.1.  The applications are formalized by electronic mail, in Portuguese or English, by means of an application accessible at http://www.iniav.pt/gca/index.php?id=1197 directed to the human resources of INIAV, I.P. to the email: [email protected]  with the subject "Contest SOIL4EVER". The applicant must include: full name, affiliation, civil identification number (Identity Card, Citizen's Card or Passport), tax identification number, date and place of birth, marital status, address, e-mail address and phone contact.
20.2.  The application shall be accompanied by the documents and proofs of the conditions laid down in paragraphs 8, 9 and 13 for admission to this invitation to tender, in particular:
a)  Copy of certificate or diploma;
b)  PhD thesis;
c)  Detailed curriculum vitae structured in accordance with items 10and 12;
d)  Other documents relevant to the evaluation of the qualification in related scientific area;
e)  R & D project summary (max 2 A4 pages);
f)   Copy of the 5 most relevant publications;
g)  Motivation letter;
h)  Letters of recommendation (optional);
i)    Documents proving professional experience;
j)    Information regarding scientific and technological production, applied research activities, extension and dissemination of knowledge activities and management activities of science, technology and innovation programs.
20.3.  Applicants submit their application and supporting documents, in digital format in PDF format, in Portuguese or English, by 11:59 pm on the last day of the opening date of the competition, which is set at 30 working days after publication of this notice.

21.  Candidates who formalize their application incorrectly or who do not prove the requirements of this notice shall be excluded from admission to the competition. The jury has the power to require any candidate, in case of doubt, to present documents proving their statements.

22.  Candidates’ false statements shall be punished in accordance with the law.

23.  The list of admitted and excluded candidates as well as the final classification list are posted at INIAV's premises, Av. da República, Quinta do Marquês, Oeiras, advertised on INIAV’s website www.iniav.pt, and the candidates are notified by email with delivery receipt.

24.  Prior Hearing: Pursuant to article 121 of the Code of Administrative Procedure. After being notified, candidates have 10 working days to appeal. The final decisions of the jury are given within 90 days from the deadline for submission of applications.

25.  The present competition is exclusively destined to the filling of the posted vacancy, being able to be stopped until the homologation of the final ordering list of the candidates and expiring with the respective occupation of the position in offer.

26.  The contract of employment, celebrated for a resolutive term of 36 months, will expire due to the supervening, absolute and definitive impossibility of being given continuity, if the respective financing ceases by the financing entities of the project, without prejudice to the notification of termination to the employee, in accordance with the provisions of article 344 of the Labour Code.

27.  Non-discrimination and equal access policy: INIAV actively promotes a policy of non-discrimination and equal access, so that no candidate can be privileged, beneficed, disadvantaged or deprived of any right or exemption from any duty owing, in particular, to ancestry, age, sex, sexual orientation, marital status, family status, economic situation, education, social origin or condition, genetic heritage, reduced working capacity, disability , chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological beliefs and trade union membership.

28.  Under the terms of Decree-Law. no. 29/2001, of 3 of February, the disabled candidate has a preference in equal classification, which prevails over any other legal preference. Candidates must declare their respective degree of disability, the type of disability and the means of communication / expression to be used in the selection process, under the terms of the aforementioned diploma, on the application form.
